The 2020 Census Impacts You

THE SUPERVISOR ASKS: WHY IS IT IMPORTANT TO COMPLETE THE 2020 CENSUS?

The simple answer is that the information collected by the Census Bureau impacts YOU and YOUR COMMUNITY for the next 10 years.

DID YOU KNOW? If you have a post office box and do not have your mail delivered to your home, YOU MAY NOT COUNTED. Wheatland residents who receive their mail at a post office box will not receive written correspondence from the census bureau. The Census Bureau cannot mail information to a PO Box because it cannot be matched to a physical address. Your physical address is needed to count you at the place where you actually live. For Town residents who use PO Boxes for their mail, in order to avoid having to be contacted by a census worker, simply go online and fill out your census form, it’s a good way to ensure you are counted and while helping maintain social distancing during these challenging times. There are several important reasons to complete your 2020 Census Forms.

  1. The census guides how much money a community is allocated in federal funding for such things as hospitals, fire departments, school lunch programs, and the Federal Pell Grant Program (provides need-based grants to low-income undergraduate and certain post-baccalaureate students to promote access to postsecondary education).
  2. The census data determines congressional representation and is used to draw congressional and state legislative districts.
  3. The results also determine the number of seats each state has in the House of Representatives
  4. The results will show where communities need new schools
  5. The results will also show where communities need new clinics
  6. The census data helps to determine where new roads and bridges are needed
  7. The results also guide the calculation of federal funding for social programs such as Medicaid, Head Start and community mental health services.
  8. The Census data supports efforts of economic development when business owners rely on census results to make decisions as to where to open new stores, restaurants, factories, or offices or where to expand operations and recruitment of employees or which services and products to offer.
  9. Most of all, completing the 2020 Census is important because it impacts YOU! It helps municipalities to provide essential services without the entire financial burden placed on the taxpayer. It helps to provide accurate representation both politically and financially. It helps to support your community, your schools and your neighbors.

NYS on PAUSE Violation Complaint Forms

Governor Cuomo announced the “New York State on PAUSE” executive order, a 10-point policy to assure uniform safety for everyone. If you are aware of any non-essential gatherings or any non-essential businesses or entities operating in violation of “New York on PAUSE” please choose the appropriate complaint below.

Governor Cuomo also announced the state is increasing the maximum fine for violations of the state’s social distancing protocol from $500 to $1,000 to help address the lack of adherence to social distancing protocols. The Governor reminded localities that they have the authority to enforce the protocols.

The 10-point NYS on PAUSE plan is as follows:

  1. Effective at 8PM on Sunday, March 22, all non-essential businesses statewide will be closed;
  2. Non-essential gatherings of individuals of any size for any reason (e.g. parties, celebrations or other social events) are canceled or postponed at this time;
  3. Any concentration of individuals outside their home must be limited to workers providing essential services and social distancing should be practiced;
  4. When in public individuals must practice social distancing of at least six feet from others;
  5. Businesses and entities that provide other essential services must implement rules that help facilitate social distancing of at least six feet;
  6. Individuals should limit outdoor recreational activities to non-contact and avoid activities where they come in close contact with other people;
  7. Individuals should limit use of public transportation to when absolutely necessary and should limit potential exposure by spacing out at least six feet from other riders;
  8. Sick individuals should not leave their home unless to receive medical care and only after a telehealth visit to determine if leaving the home is in the best interest of their health;
  9. Young people should also practice social distancing and avoid contact with vulnerable populations; and
  10. Use precautionary sanitizer practices such as using isopropyl alcohol wipes

Federal Small Business Loan and Grant Filing Assistance

The $349 billion Federal Paycheck Protection Program began Friday, April 3rd. The Program will provide much-needed relief to millions of small businesses so they can sustain their businesses and keep their workers employed. This measure provides small business job retention loans to provide eight weeks of payroll and certain overhead to keep workers employed.

Businesses can go to a participating SBA 7(a) lender, bank, or credit union, apply for a loan, and be approved on the same day. The loans will be forgiven as long as the funds are used to keep employees on the payroll and for certain other expenses. The new loan program will be available retroactive from Feb. 15, 2020, so employers can rehire their recently laid-off employees through June 30, 2020.

Spring 2020 Brush Removal

NOTICE TO TOWN OF WHEATLAND RESIDENTS OUTSIDE VILLAGE OF SCOTTSVILLE

The Town of Wheatland D.P.W. will pick up brush at each resident’s home. Brush pick-up will start on Monday, May 4, 2020. We will do the town residential areas first: a. Hamlet of Mumford b. Rolling Acres
After the residential areas are done, we will start at the west end of Town and work east to cover the outlying areas.  Brush must be neatly piled, butt ends in same direction

1 truck load per household
Residential brush only No fence row material, such as trees or large stumps No brush over 6 inches in diameter

Emergency Order – Property Tax Payments

Monroe County Executive Adam Bello has issued this Emergency Order to protect our constituents and municipal employees during this State of Emergency.

In order to mitigate potential impacts to those individuals who pay Town and County property taxes in person, the County will defer the March 31st payment until April 30th. A taxpayer that pays the 3rd and 4th installment on or before April 30th will pay only the amount of the 3rd and 4th payments shown on their 2020 Combined Town and County tax bill.

In preparation for forecasted high winds across portions of Western New York on Friday March 20, 2020, National Grid is preparing line, service and tree workers to respond if the weather impacts electricity service. Customers and constituents that need to report an outage to their home or business should contact National Grid at 1-800-867-5222. Customers can also receive personalized alerts by text, email, and/or phone when an outage is detected at their property by enrolling in the company’s outage alert option.

To register, text REG to 64743, enter your National Grid electricity account number and select your preferred method(s) of notification. Customers also can text OUT to 64743 to report an outage. Highway Department Update

For the next two weeks, as a response to the corona virus situation, the Wheatland Highway Department has been directed to stay at home and not come into work. Josh Davis, Highway Superintendent, will be conducting the necessary daily checks of our facility operations. If someone has an issue or concern, or has located a tentative safety issue along our roadways, please continue to call the highway department.

Our highway crew remains available on an as needed basis to respond to situations and emergencies.

Wheatland Closures, New Operating Processes

In light of current events, effective Wednesday, March 18th, the TOWN OF WHEATLAND OFFICES WILL BE CLOSED TO THE PUBLIC. There will be NO direct contact with the public during this time of public health uncertainty.

Town Clerk’s Office. The Town Clerk’s Office staff will be working 8:00AM -12:00PM Monday through Thursday, 6:00PM – 8:00PM Monday and closed completely on Friday. The Town Clerk’s Office staff will be in the office during these times in order to respond to phone calls and emails, with the ability to access vital records, but will not be working with the public in a one on one basis. Staff will also have the capability to respond to phone calls and emails from their homes from 12:30PM – 4:00PM Monday through Thursday. Please email or call the Town Clerk’s Office if you think that an appointment is necessary to take care of your needs so this possibility can be discussed. The decision to permit access will be made on an individual basis. Tax payments can be mailed in to the Town and appropriate stamped receipts will be returned. Call the Town Clerk’s Office at (585) 889-1553 or send an email.

Other Town Departments located in the Wheatland Municipal Building. The new working arrangement described above also applies to the Town Building Department and all other departments centralized at the 22 Main Street location, in accordance with department specific published work hours (available under the individual Department descriptions on the Town Website). Note that the Town Court Offices have been closed by the State.

Town Highway Department. THE TOWN OF WHEATLAND HIGHWAY DEPARTMENT IS EFFECTIVELY CLOSED TO THE PUBLIC. All residents and vendors are requested to NOT show up at the Highway Garage without a scheduled appointment. At the current time, the Highway Department will generally continue with their normal work as scheduled. The Highway department is managing staff safety by implementing measures of social distancing. The Highway Department telephone number to discuss a concern or make an appointment is (585) 538-6535.

Plans pertaining to the April Town Board Meetings will be communicated as soon as the plan is established.
