LEGAL NOTICE – MEETING OF THE TOWN BOARD OF WHEATLAND

PLEASE TAKE NOTICE that the Town Board of the Town of Wheatland, County of Monroe, State of New York, will hold a regular meeting of the Town Board on December 3, 2020 commencing at 6:00 p.m. The meeting will be in a remote format.

All meetings of the Town Board are open to the public, however, the public will not be permitted to enter the Town Hall office and Town Hall building and instead the meeting will be opened to the public by means of remote audio access by placing a telephone call to 585-491-9963 and using access code 939 831 595#. Please call in 15 minutes prior to the meeting start time. This access code will permit the public to listen, but not to comment. If any member of the public after listening to the audio broadcast of the meeting wishes to submit a comment, he or she may do so by sending the comment in the form of an email to the Town Clerk of the Town of Town of Wheatland at the following email address: townclerk@townofwheatland.org. Any such comments will be considered as correspondence at the next meeting of the Town Board.

Mumford Fire District Election

NOTICE OF ELECTION AND REGISTRATION
MUMFORD FIRE DISTRICT

NOTICE IS HEREBY GIVEN that the Annual Election of the Mumford Fire District will take place on December 8, 2020 between the hours of 6:00 p.m. and 9:00 p.m. at the Mumford Community Building located in Mumford, New York, for the purpose of electing one Commissioner: 1 for a five (5) year term; commencing on January 1, 2021 and ending on December 31, 2025.

All voters registered with the Monroe County Board of Elections on or before November 16, 2020 shall be eligible to vote. Every elector of the Town of Wheatland who shall have resided in the Mumford Fire District for a period of 30 days next preceding the December 8th election shall be qualified to vote. [Town Law 175-a(2)(a)]

Candidates for the Fire Commissioner office should circulate a petition to obtain 25 signatures and file such petition with the clerk named below no later than November 18, 2020.

SPECIAL AND ANNUAL ELECTION OF THE WHEATLAND-SCOTTSVILLE JOINT FIRE DISTRICT ON DECEMBER 8TH, 2020

NOTICE IS HEREBY GIVEN that a Special and Annual Election of the Wheatland-Scottsville Joint Fire District will take place on December 8th , 2020 between the hours of 6:00 p.m. and 9:00 p.m. at the Scottsville Fire Facility , 385 Scottsville Mumford Rd, Scottsville, NY 14546 for the purposes of electing Five Fire District Commissioners, electing a Treasurer for the Fire District, and for the purpose of voting on the following propositions. Only residents registered to vote with the Monroe County Board of Elections on or before November 16, 2020 shall be eligible to vote.

ELECTION OF COMMISSIONS AND TREASURER

FIVE POSITIONS FOR FIRE DISTRICT COMMISSIONER

The election will be for the purpose of filling five positions of Fire District Commissioner each having a different term. The person receiving the greatest number of votes for the office of fire commissioner shall be elected for a term of five years, the term of office shall be from January 1, 2021 to December 31, 2025; The person receiving the second highest number of votes shall be elected for a term of four years, that term of office shall be from January 1, 2021 to December 31, 2024; the person receiving the third highest number of votes shall be elected for a term of three years, the term of office shall be from January 1, 2021 to December 31, 2023; the person receiving the fourth highest number of votes shall be elected for a term of two years, their term of office shall be from commence January 1, 2021 to December 31, 2022 and the person receiving the fifth highest number of votes shall be elected for a term of one year, their term of office shall be from January 1, 2021 to December 31, 2021.

POSITION OF FIRE DISTRICT TREASURER

For the position of Fire District Treasurer , the person receiving the greatest number of votes for the office of Treasurer shall be elected for a term of three years, the term of office shall be from January 1, 2021 to December 31, 2023.

Only residents registered to vote with the Monroe County Board of Elections on or before November 16, 2020 shall be eligible to vote.

Qualified Candidates for District Office must file their names, and the position they are seeking, ( Fire District Commissioner or Fire District Treasurer) with the Secretary of the Wheatland-Scottsville Joint Fire District, Christie Offen, 385 Scottsville Mumford Rd, Scottsville, NY 14546, no later than November 18, 2020. The term of the office Fire Commissioner will be determined based upon the number of votes received .Candidates must be resident electors of Wheatland-Scottsville Joint Fire District at the time of the election.

VOTE ON THE PROPOSITIONS

At the above election, a vote will be taken for the purpose of voting on the following propositions:

PROPOSITION #1

Shall the resolution of the Board of Fire Commissioners of the Wheatland – Scottsville Joint Fire District adopted on the 12th day of October , 2020, authorizing the establishment of the “ Wheatland – Scottsville Joint Fire District Building and Facilities Capital Reserve Fund-2020” a capital reserve fund pursuant to General Municipal Law §6-g, to finance all or part of the cost of acquisition of the construction, reconstruction, remodeling, refurbishment, acquisition or upgrading of existing or subsequently acquired fire district buildings or facilities. This reserve fund includes the cost of acquisition of the new construction, reconstruction, remodeling, refurbishment, acquisition or upgrading of existing or subsequently acquired fire district buildings or facilities; to pay or provide for structural improvements and/or to pay or provide for upgrades to of the replacement of the HVAC systems, electrical, lighting or plumbing systems, security, smoke and fire protection services for those building or facilities. Fire District facilities include the Fire District training grounds, asphalt or concrete parking or sidewalk areas, be approved?

PROPOSITION #2

Shall the resolution of the Board of Fire commissioners of the Wheatland-Scottsville Joint Fire District, adopted on the 20th day of October , 2012, authorizing the establishment of the “Wheatland-Scottsville Joint Fire District Vehicle and Equipment Capital Reserve Fund-2020 “ a capital reserve fund pursuant to General Municipal Law §6-g, to finance the cost of acquisition of new or used replacement fire fighting vehicles or the acquisition of additional fire fighting vehicles needed to add to the existing fleet of fire fighting vehicles of the Wheatland-Scottsville Joint Fire District including, but are not limited to, ladder trucks, pumpers, tankers, rescue vehicles, command vehicles, boats, squads and vans. This reserve fund includes, but is not limited to acquisition of new or used replacement miscellaneous equipment and apparatus for these fire fighting vehicles, including but not limited to ladders, pumps, hose, nozzles, light bars or any other equipment or apparatus necessary to make the vehicle functional for its intended purpose, regardless if same are included in the original purchase of the vehicle and equipment or to be acquired separately. This reserve also includes the acquisition of new or used replacement communication and information technology equipment including but not limited to computers, laptops, printers, base station radios, vehicles radios, portable radios and pagers, and other miscellaneous technology and electronic accessories or related technology and electronic equipment, and if necessary, to assist the Wheatland-Scottsville Joint Fire District with the expense and cost of integrating with any new or upgrade to the communication system implemented or to be implemented by Monroe and/or Livingston County and to assure the Wheatland-Scottsville Joint fire District is in compliance with these systems, be approved ?

Town of Wheatland Closures and New Operating Processes

In light of the current increase in COVID-19 cases, effective Monday, November 16 the TOWN OF WHEATLAND OFFICES WILL BE CLOSED TO THE PUBLIC.

Town Clerk’s Office. The Town Clerk’s Office staff will be working regular hours 8:00AM to 4:00PM Monday through Thursday, 6:00PM to 8:00PM Monday and 8:00AM to 1:00PM on Friday. Please call the Town Clerk’s Office at (585) 889-1553 or send an email if you have a question or would like to make an appointment.

The Town of Wheatland now has a secure, permanent drop box located by the front door of the Municipal Building. This can be used for all Town Departments except for the Court Office and Village of Scottsville correspondence. Due to New York State regulations, Wheatland Court business must be hand delivered to the court office or through the US Postal Service.

Other Town Departments located in the Wheatland Municipal Building. The new working arrangement described above also applies to the Town Building Department and all other departments centralized at the 22 Main Street location, in accordance with department specific published work hours (available under the individual Department descriptions on the Town Website). Note that the Town Court offices operate under the directions of the Unified Court System Guidelines. The court office will operate by appointment only. Please be advised that all court appearances are case sensitive. If you are unsure of your scheduled date please call the court office to verify your date and time. You can reach the court office at (585) 889-3074 between the hours of 9:00AM to 2:00PM Monday through Friday.

Town Highway Department. THE TOWN OF WHEATLAND HIGHWAY DEPARTMENT IS EFFECTIVELY CLOSED TO THE PUBLIC. All residents and vendors are requested to NOT show up at the Highway Garage without a scheduled appointment. At the current time, the Highway Department will generally continue with their normal work as scheduled. The Highway department is managing staff safety by implementing COVID-19 safety guidelines. Please call the Highway Department at (585) 538-6535 to discuss a concern or make an appointment.

All Town Board meetings will be held via Microsoft Teams starting Thursday, November 19. The meeting information will be communicated as soon as possible.

Help Wheatland’s Pump Station and Pipes!

PLEASE DO NOT FLUSH WIPES, SINCE COVID-19 WE HAVE HAD SOME ISSUES IN OUR PUMP STATION AND PIPES

Unlike toilet paper, wipes are not designed to break down when wet.  Even flushable wipes take time to break down.  We are finding these products in our wet wells, valves and inner core of pumps. These products may lead to sewer backups and costly repairs.

Please do your part to help and don’t flush cleaning wipes, papers towels, rags, etc!
