Town Property Usage

 The Town is the owner of a parcel of land at 1421 Scottsville Mumford Road. Most residents know this as a place to drop off brush and other yard debris. However, during the last ten months, we have had various issues at that address. One such issue required us to seek assistance from the Monroe County Sheriff’s Office in order to enforce the removal of an “encampment”. We have also needed to address an abundance of inappropriate ATV activity and to follow up with contractors and landscapers from other municipalities who were caught dumping their waste at our location when the work was not completed in Wheatland. The ONLY acceptable items for drop off from residents is local brush and yard debris. NOT lumber, plywood, concrete blocks, appliances, etc. nor work done by professionals in other towns. Such misuse of the site costs our taxpayers when we are required to pay disposal fees. Additionally, driving ATV’s on the land poses a liability risk to the Town and is not a permitted activity on the land. This location is considered PRIVATE PROPERTY, under the management and control of Town Government. It is property to be used by residents for permitted uses only.


These various misuses have brought the town to the decision of installing a gate across the entrance road. The gate is currently left open but will be considered for closure if the “misuse” continues. We ask that anyone who witnesses unusual activity at that location to contact the Town – either by calling Josh at 747-7644 or emailing the supervisor at supervisor@townofwheatland.org. License plates or identifying information with date and time provide us with the information to follow up. We hope to curtail the inappropriate use and leave the area open to our residents. If, however, we are required to reevaluate the situation, we will plan to lock the gate and offer set hours or offer drop off appointments. Hopefully, everyone’s eyes and ears will assist us to keep our current method of operation in place.

Local Law RE: Regulation and Control of Animals

Message from Supervisor Dobson:

As an update to the most recent public concern related to the passage of Local Law #2, a law on the regulation and control of animals, I would like to inform everyone that the Town Board did NOT pass the law at its last meeting. Review of this law has been tabled until the November 21st meeting at 5pm.

In the interim I have personally invited 5 residents to meet with Terry Rech and myself to go over the proposal one item at a time. Hopefully this will lead to a proposed revision that will not only provide the court with leverage if a resident has complaints but also protects each of the parties involved. It had become apparent about a year ago that our current law was outdated and in need of revision.

Reviewing codes and laws are part of the Town’s responsibilities on an ongoing basis as situations arise to point out their need for review. The process of a revision being presented to the Town Board for adoption is one of review, discussion, revision and adoption. I consider this current phase as healthy and part of the “discussion” phase.

Public notices are posted on the bulletin board in the main hallway outside the Town Clerk’s office. This is the bulletin board used for all the legal notices and agendas for the Town of Wheatland. The re-hearing of Local Law No.2 and 3 was posted on October 4, 2019. The notices and agendas are removed after the meeting has occurred.

A Tribute to John Glavin

During the month of June, the Wheatland Town Government experienced the loss of our long time Town Attorney, John W. Glavin, ESQ. Many in the area simply knew him as “their attorney”. John was the attorney who made house visits to those who were unable to leave their home, or the attorney who met them in his own home to prepare legal documents because “it saved them the trouble of driving into the city”. He was the legal equivalent of the “country doctor”. He received his education at the University of Notre Dame and Fordham Law School. While attending both schools he embraced their guiding principles of fairness, humbleness, honesty, respect of privacy and service to others.

I had the pleasure of working with John both as a councilwoman and as supervisor. After his beloved wife Joan passed in 2013, it was my privilege to become a “family friend” to him and his four daughters. Rather than deciding to move near one of his children, John made the decision to stay in the community that was near and dear to him and which held so many warm memories. We are a community that benefited from his decision. He continued to provide legal counsel to clients and the Town, while later also struggling with his own health issues. His strong faith and love of all things Wheatland provided him the opportunity to live out his remaining years actively involved in the community while still living independently in his own home on Browns Ave. in Scottsville.

As I began to gather information for this article, I soon realized the full extent of how much service John had provided to the greater Wheatland community. Through communication with the Village of Scottsville and the Wheatland-Chili School District, it was clear that John had spent a large portion of his professional hours dedicated to supporting the leadership of our three major public entities. He served as Wheatland Chili School District Attorney from 1975 – 1997 (22 years), Village of Scottsville Attorney from 1966 – 1976 (10 years), and Wheatland Town Attorney from 1971- 1972, 1977-1993 and 1996-2019 (40 years).

Through the years, so many of us in our community gained significantly from knowing John, enjoying his wit and humor, benefiting from his significant depth of knowledge related to the inner workings of our community, along with his downright, down-home honest approach to all matters associated with the people he took pleasure in serving. He will be missed but will always have a place in the history of Wheatland.
